Update allowed ARIA (and links) #166

The Allowed ARIA role attribute values and Allowed ARIA state and property attributes are specified for the Web Mapping elements, they should be specified for the MapML structure elements as well.

Also, the links to the ARIA specs need to be updated to the latest published versions/destinations.
