Update base styles for minutes and captions #116

Set a max-width and center body for readability.

This also re-uses styles from maps4html.org:

These look good to me. We don't need these page to be fancy, but it's good to have basic styles to maintain readability. I'll merge this in & then we can fuss/change later.
