Layer re-ordering / checked error #955

Steps to reproduce

Load https://maps4html.org/experiments/multiple-extents/

Turn on the restaurants layer (check it) Reorder the layers by dragging the bottom layer in the layer control to the top Uncheck the now-top layer

Result: the top layer in the layer control flips to being the bottom layer in the layer control

What should happen: the top layer in the layer control should remain the top layer in the layer control
