Let's archive inactive repos...

Keeping repos active while not intending to continue working on them can waste time for newcomers familiarizing themselves with the organization's repos. I believe it's safe to archive the following repos:

• https://github.com/Maps4HTML/HTML-Map-Element/
• https://github.com/Maps4HTML/Polymer-Leaflet
• https://github.com/Maps4HTML/MapML-Leaflet-Plugin/ (this may have some issues that we'd want to transfer to web-map-custom-element before archiving)

The https://github.com/Maps4HTML/TiledArt-Rousseau and https://github.com/Maps4HTML/FiskMississippiMapsStreamCourses repos I'm not sure we can or should archive, but they can be confusing too, they're lacking repository descriptions. Example descriptions: Tilesets for example pages in https://github.com/Maps4HTML/HTML-Map-Element-UseCases-Requirements.
