Invalid URL returned in <base href=> #17

This request will return "nullmapml" as the href value in the element in the document:

http://localhost:8080/geoserver/tiger/ows/wfs?service=WFS&version=1.0.0&request=GetFeature&typeName=tiger%3Apoi&maxFeatures=50&outputFormat=MAPML
