Add info tooltips linking to knowledge base in two key areas #707

Here's the issue as written out in the self-service onboarding spreadsheet:

In the circle details panel next to vacancies, change the "Add role" link to "Add role vacancy" (because sometimes people don't see the Vacancies bit and use this by accident to add a role to the circle
