Map lock can be triggered when making multiple changes quickly

Problem

When multiple changes are made quickly, i.e. before a roundtrip between the DB and the user's browser can be successfully completed, the map lock can sometimes be triggered even when there is only one person making edits.

We've so far noticed this being triggered when:

• adding many new circles at once (this is what Tom originally spotted)
• adding multiple helpers and roles (this was spotted by a customer)
• changing circle size (reported by a customer)
