Clean up code around the outliner in preparation for work on side panels (time box) #847

In the work on the outliner, we had the following task:

[TECH DEBT] [SMALL] Remove the cluttered code around the old outliner when we're ready which I did a part of quickly and then realised that this should really be a larger task and something that it would be ideal to do ahead of the work on replacing side panels, as part of that work.

Let's start the wider work on the side panels with a 2 day time box - to clean up the outliner code, clean up the side panel code, see what is and isn't possible
