SF 1.0 update #85

We need to make the functions work with the SF 1.0 update, it's moved to an S2 system from a GEOS system, I don't pretend to know what that means yet, other than it breaks everything!

important functions to fix this so far:

st_make_valid() (fixes some issues with our shapefiles)
st_use_s2(FALSE) (from Dewey, reverts to GEOS system instead of S2?)

Pecjector_sf is mostly implemented, but still having issues with coord_sf and expand argument for certain standard offshore maps.

We are all using sf 1.0, with the above caveats, so I'm closing this issue
