rlog does not report cov value correctly #61

What steps will reproduce the problem?
1. run a model with $COV that does not produce a successful COV step
2. run rlog agains this model and review cov value
3. cov value should be 1 but it is 0

1001.zip example sent via email to Tim Bergsma to reproduce problem.
