"System measures" detection poor result quality

The detection generalizes rather poorly for guitar tabs, even when the score contains one staff with tabs and one staff with western notation. Some features are detected just fine, but the "measure"-wide detection often confounds which staff belongs to which system.

This is interesting, because tabs are pretty similar to music notation in a lot of ways, especially they share all the interesting features for detection (staff lines, staves, bars, systems). It is also interesting that https://github.com/OMR-Research/MeasureDetector had difficulties as well, and failed in a similar manner.

So this is likely a more general issue with that mode.
