Add `three_state_classifiers.DecayClassifier` #52

The derivation of the PDF for |2> including decay from 2->1 and 1->0 can be found in:

amplitude_decay_2D.pdf

Disclaimer: it is possible that the derivation contains mistakes. It should be checked with mathematica and one should also check that it is normalized and that the specific cases where there is no decay leads to the expected PDFs (i.e. Gaussians).

To not get confused with issue #8, which is still a two-state classifier
