Monsters in general need balancing but the database needs updating to allow for location specific spawning, making it simpler for adding loot drops on the admin page.

[ ] Introduce ability to add location specific spawning
[ ] Introduce ability to add event specific spawning
[ ] Introduce loot tables to the admin page for npc add
[x] Balance monsters and rewards
