Issue with Live Stream Announcement #85

Describe the bug Despite closing #42 live stream code is not triggering and announcing live streamers, addition and removal from DB is fine

Could you take a look to see what is going wrong please @Redous-UK, no massive rush

Hi, Sorry only just got around to do this life is hectic now with 2 kids and 3rd on the way... lots to prepare and very little time to myself now... Basically from what I can see the code is polling way too much and how live streaming is currently a buffering/connecting will react as the user has ended the stream. I could extend the time to once every 15 minutes but I think this would simply render the announcer useless as a streamer could be live for 1 -14 minutes before it is announced per-say.
