multiple incident popups possible if incidents clicked after poll #18

Clicking on any incident icon should cause all popups to close, but if an incident icon is clicked on, a popup left open, then showIncidentMap() is called, a user can click on another incident icon and a new popup will come up while the first is still open. This is a minor UI issue, but one that I thought should be logged.
