Integrate Oplayers and Jquery into application #3

Both of these JS libraries are required for building this app. There should also generally be instructions for adding new third party JS libraries to this project as we will likely need some for local storage and such.

It appears this is done by just putting the 3rd party js libs in the resources folder

We made decent progress on this, but ultimately abandoned it in favor of using the native mapping UI.
