map zoom and position based on current location #6

On application load and (periodic update?) the displayed map should change its centre based on the device location. Ideally this should be a configurable feature so as not to drain the battery of the phone. Also ideally should be the default zoom level of the map.

Configuration of these settings is not required for this feature, but if they are not implemented new issues for this configuration should be opened before this issue is closed.

Maybe we want to create a button for this and not have it be the default. Consider the situation where a user is scrolling the map to look for other reports, then the timer is triggered which repositions the map from underneath the user.
