Add 1994 TK manifests #16

Create a folder named with the date (in yyyy-mm format) of the election. The folder should be located in data/manifests/TK. Afterward, add all the manifests to it. Add missing manifests to a Missing.txt in the election folder.

Note: please indicate that you're working on this issue by assigning it to yourself on the right-hand side. To work on this, create a separate branch, which you can do on the right as well.
