Add download tiles scripts #2

Move my download tile scripts from [here](https://github.com/weecology/TreeSegmentation/blob/master/analysis/Process_Hyperspectral_Plots.R

) its more appropriate to have them here to share with others.

this is the script that produces the hiperspectral 3 bands tiles for the plot right? in that case why not using what I have already (download the clips for only tiles where vegetation structure plots are, and clips the plot/subplot)? I think creating a package that require submission of jobs may not be much reusable rom folks who don't have access to hpc
