Telegram handle formatting is not consistent #4

At the start of the UG, it states that telegram handle should begin with a @.

For most commands this is true, such as add, edit.

But for the find command, a telegram handle without the @ is accepted.

The expected behaviour should be that the telegram handle entered is invalid.

We have specified that fuzzy matching is used. This is done for the convenience of the user.
