test_NYT_periodicRefreshTask hangs if ran alone

to reproduce:

edit test-NYTimesRecommendations.js amd leave test_NYT_periodicRefreshTask test
cfx test --filter=NYTimesRecommendations Test throws this error and hangs: Full message: TypeError: StudyApp.submitPromise is null The failure is caused by NYTimesRecommendations.init() that tests the StudyApp.submitPromise which does not exists
