Add placenames to AI and GOA areas #76

Jane has requested some passes and fishing areas be labeled in the PT presentations. akgfmaps has a list of places but only potential overlap is SEBS. So we want to add regions to this list: https://github.com/afsc-gap-products/akgfmaps/blob/main/inst/extdata/placenames.csv

And then put them in the maps.

@JaneSullivan-NOAA I wrote this a while back-- do you know if Matt is already working on this? I don't want to duplicate effort.

@MattCallahan-NOAA following up here about our conversation from yesterday. Don't want to leave Megsie hanging but know I wont be able to help with this until after stock assessment season (except to ogle at other peoples maps)

I have not been working on this. In the past I have generally used geom_sf_text() on area polygons to add labels to maps (example attached for Jane's ogling but ESR so different boundaries). Point data with the names and location seems like a slick way to go. Megsie, if you want to produce this I would use it as well. If you don't get around to it I can add it to the task list for the second round of edits on my gfsynopsis knockoff figures.

OK thanks Matt and Jane-- I'll see if I get to it in this cycle (basically, pre-December) and if I don't I'll let you know! At the very least I can get GOA and AI placenames from that other figure Jane sent us into akgfmaps so they're available for general map-making.
