Drag + drop nodes in Scene view changes order; undo does not exactly restore state

To Reproduce Steps to reproduce the behavior:

Scene

• a | + b | + c | + d

1. Select b,c
2. Drag to Scene. Order will be random - might be cb, might be bc.
3. Undo. Order is now dbc.

Expected behavior

• maintain top-to-bottom order.
• after undo restore exactly bcd order.
