you obtain it by combining two wireless terminals, or one wireless terminal and an wireless universal terminal in a crafting terminal. once you have your terminal, you can either open specific terminals with their keybindings, open the last terminal by using the terminal, or cycle to the next terminal with the button on the left sidebar
