Bring up "w19-2-par" util

Our main SW legacy piece.

We need to bring it back into the buildable state.

Acceptance criteria:

• It is buildable (as a part of main "cmake && make" sequence)
• no compiler warnings (buildable with -Werror -Wall options)
• it runs without crashes at least in one use case (help print mode counts)
