Punch utility for now is in non-buildable state, we need to make it buildable and runnable)

basically it is buildable and runnable now. Verification and testing to be in a separate ticket.

@MariaShishkinaIFZ , could you pls find out how it should work and then we can check if it is still internally alive and fits our needs. or probably just needs to be rewritten totally.
