Send initial file upload to dropbox #5

The initial excel upload should be immediately sent to a Dropbox directory.

Three main steps:

  1. Write function that uses rdrop to send the data as soon as it is uploaded.
  2. Change the filename to include sys date
  3. Pass along metadata, particularly the email of the data submitter.
