Merging in new quickstart guide in README and updated ROS capabilities #2

Added quickstart steps and instructions for getting a new robot up and running (software-wise) to README. Wrote new ROS node for teleop commands with joystick that allows for feed-forward preconfigured trajectories (run a square, figure-8, etc.)
