Place IR LED rings on-board #59

Chosen camera hasn't an IR block filter, so it's low-light capable. Add some IR LED to make the camera see on low-light conditions.

Added IR LED ring: irled

It will be connected to 11.1V making use of balance-charging connector on 4S battery. It's safe enough as both rings shouldn't draw that much current.
