Implement speed control making use of VFH #73

The VFH #27, provides the sector occupancy based on a smoothed Polar Obstacle Density. Making use of it, we could feed the Inclination Control system #68 target with the desired speed. Taking a Vmax of a few ºdeg.

Implement a speed control based on VFH's product.
