Support Sublime Text 3 in Package Control 2.0 #153

Package Control 2.0 launched today and the SCSS package is marked as only available for Sublime Text 2, meaning it cannot be installed in ST3. Not sure if it works properly with ST3 out of the box and it's just a setting that needs to be changed here or there, but I'd love to be able to install SCSS and manage it through Package Control in Sublime Text 3. :)

Hey @mattbanks! I used it in early betas of Sublime Text 3 and it worked great. I'll see what it'll take to make it compatible. Submitted PR

Yeah, it worked properly in earlier betas if you git clone the repo into the packages folder, so there must be something with how Package Control changed in 2.0 that it's restricting to ST2 only.
