tack procedure timeout #248

For now a default timeout of 15s is "hardcoded". This should be a parameter in the default parameter file. We also need to investigate a bit this value, with very low wind 15s is not enough.

hum, the tacking issues we had on sunday may have been for an other reason than the little wind: b81a3c0 (the sail sheets were fully out most of the time...)
