Test and integrate Darmstadt team simulator #258

During IRSC 2018 TU Darmstadt presented their simulator, it is opensource and written in python: https://github.com/simko96/stda-sailboat-simulator I think it will be quite easy to integrate it as a ros node and test our code on it.
