Add an api collection for announcements #19

The frontend would check for new announcements from the api and displays them for user, if the user closes it the frontend should save the seen state to localStorage and don't display it again.

What kind of structure do you want to use for the announcements? This is what I'm thinking of doing:

And it would look something like this but wider.

Maybe I could add a HTML editor to create a optional page for announcement details? It wouldn't need much work as the about page would need the same editor plugin.
