Raspistill not available under Debian Bullseye #20

Raspberry have forced a change where the proprietry application Raspicam, which provides raspistill, is reoplaced by libcamera. Libcamera isn't capable of the longer exposures that the all sky camera relies on at night.

Have looked to see if Raspicam can be installed, but the help I've found so far says to downloaded sources and compile them. Will investigate further when time permits. In the meantime install Debian Buster instead, which includes Raspicam

My PI SD card died last night - I am sure I have a backup of all the little mods I did to the all sky camera to suit my install (a lot of MQTT etc) so might give this a go if I get time and report back on if I get Bullseye and Raspistill working
