Tag-based release generation (upload to PyPi) #158

It would be good to have this triggered when a new (newest) tag is pushed to the master branch. Perhaps the action could also update the project.toml file with that new tag version so that it doesn't need to be done manually.

Could also provide the tar.gz archive created when building the package under releases
