As we've implemented the Repository and unit of work patterns - now we can bring them to life.
So, here are you very concrete tasks:
create a controller, which will support our abstraction model(unit of work) with CRUD operations
create some mock data (there's already created classes for mock repositories) for Institution Entity and related data
the mock should be implemented as in-memory data storage, which responds adequately to adding, modifying and deleting some entities, in other words, if you create an institution on one request, it should still be there during next request(but don't mess up with transactions - it's test data only)
you may want to inherit all the mock repositories from some base mock repository class, it may be useful in future - but it's up to you
