feature: scrap government and pvp ranking data #22

Similar to .alma, we could scrap in real time the data available on https://www.wakfu.com/en/mmorpg/community/politics-news trough a .politics command. We could also scrap https://www.wakfu.com/en/mmorpg/community/leaderboard, but it's currently unavailable.
