Bug in Lidar phase diagnostics when NLR /= 40. #9

COSP crashes with a segmentation fault when NLR /= 40. This bug was introduced 
by the CALIPSO phase diagnostics, which use the z axis with 40 as the 
temperature axis with 40 temperature bins. When NLR=40, COSP doesn't crash 
because the shape of the arrays are what CMOR expects, although the dimensions 
of the new diagnostics are incorrect (axis height instead of temperature).

Fixed in rv70 (2D mode) and rv77 (changes in 1D table).
