We are using live site environment. and we need to live site environment not 
sandbox.

Please provide any additional information below.

SOAP support exists.
We are using live site environment (https://adwords.google.com) for testing and 
running the getrelatedkey file but i am gettin error..

This error is coming from the TargetingIdeaService and is not related to the 
PHP client library.  For help with general API issue please visit the forum: 
http://groups.google.com/group/adwords-api
