There are two types of policies. Traversal policies are simply reachability ones, with additional properties: the functionalities needed to traverse. Can continue using a single policy element that have functionality with minOccur="0". In DTD it is more comfortable to have only one type of policy, but in XSD could do a generic policy with two more specific implementations.

Simply keep a single policy type both in DTD and in XSD. If it contains functionalities, this will be a traversal policy
