st-util fails to start, conditionally

I'm trying to debug STM32F401 with st-util on Windows. Works great when doing manually from 2 consoles.

But when I place this line into project settings.json "cortex-debug.stutilPath": "D:/Cool/DevEnv/stlink-1.7.0-x86_64-w64-mingw32/bin/st-util.exe",

it fails to launch every time.

And when I place it into global settings.json it works everytime.

I think it's a timing issue, tried to connect before st-util starts.

The issue was that the settings.json wasn't under project/.vscode folder
