Adding CC100 to the backfill.py frequency lists #19

This pull request adds the CC100 dataset as a potential frequency list for the backfill.py script.

I have also modified the default order of dictionaries used. The default order is now ["JPDB.txt", "cc100.txt", "vnsfreq.txt", "vnsfreqSTARS.txt"].
