"Illuminated" pictorial letters at the beginnings of paragraphs #12

For the small images at the beginning of articles that sort of act like a whimsical illuminated letter, should we be encoding the letter that they form? Since we will likely not have the rights to reproduce images and the s do not translate on TAPAS should we be encoding these?

My thoughts are maybe doing something similar to the expanded thing where you encode abbreviations, but then again there could be protocol for illuminated letters that I just haven't found yet.

Right now I have been using the

tag like a caption for a missing picture and just trying to describe all the things I see in the image (these are really intricate drawings) and for the illuminated letters I have been writing what makes the shape of what letter.
