Hi Emily,
Thank you so much for your prompt response and apologies for my delay sending additional information. The TAPAS website is subscription based in that scholars publishing data on it need to be members of the Text Encoding Initiative Consortium (TEI-C), but that data can be viewed by anyone who in inclined to view the material. The website does not provide a mechanism for downloading an edition to print--it is intended for viewing online only.
We would like to make all pages of the newspaper available in the project (the default edition display includes a thumbnail image for each transcribed page that can be enlarged, as you can see here). I haven't cleaned up the images that I've taken yet (I'd want to rotate, crop, and perhaps send a colleague to retake images of certain pages), but you can see the images in the dropbox folder at this link.

I visited the Caird last month and took images of The Illustrated Arctic News (the library holds two facsimile copies). I am working on a digital edition of this book and would like to make the images I took available to readers of the edition as well. How should I go about securing permission to reproduce the images I have in an edition to be published on this website: http://beta.tapasproject.org/ ?
The format would be similar to this edition, and I'd like to include an image of every page.
I've attached the front and back of the form I filled out while at the library
