On page one of issue 2 there is a large image that takes up most of the page. Do I need to encode that separately or does that count as part of the page image?

This is a good question. We need to decide if we think that the image that borders the main text is part of the header of the page, which is also illustrated. My sense is that the two are separate. The header for this issue should contain

with details about the image at the top of the page and then perhaps a
can also be inserted before the first paragraph of the issue including an image of that entire image on the left-hand side of the page (but we won't want that to display in the TAPAS view (this image will necessarily include some text, so it will definitely require some troubleshooting when it comes time to publish). We may wind up deciding not to include
for the decorative bit (because the page image will be available, after all).

Okay, now that I've written all of that I think one solution would be to think of the illustration as one and just account for it inside the tag at the top of your encoding. We should discuss in person.
