minimum Cpu frequency and maximum cores not sticking #23

Describe your problem or your enhancement here:
CPU minimum frequency is not sticking And sometimes the maximum CPU cores is 
not sticking 

What is the expected output? What do you see instead?
both should stick

Which version of ViperXL you are using?
1.2.3

Which kernel do you use, custom or stock? if on Stock, did you flash the
latest one that comes with the rom?
Beast mode3

I think the minimum # of cores is working fine now

however cpu minimum frequency is still not sticking

Settings should be fully applied on boot
