Add toon registration #494

Add a way for a user to associate toons with his account on epgpweb. This 
will allow a better admin interface:
- GM will always be admin
- Guild Settings can enable certain ranks from uploading data and potentially 
editing epgpweb information

prooving the owner of a character might be tricky
Though it can be done by requesting to equip a random very low and at vendor 
buyable
cheap item so it can be verified on armory.

Simply giving people with admin rights the ability to add a name as their 
character
on the website would do, no need to prove its their character, after all its 
only
EPGP and its stored in the Officer Notes.

you are right but as far as I know there is too many 'admin' and guild ownership
issues right know.

Such proving could simply determine if EPGPWeb user is really GM or at least the
certified user having the highest rank from all guild members ever registered at
EPGPWeb. Then you dont have to bother anyone when GM is replaced, etc.
If you are proven owner of a guild character with the highest guild rank and
currently known to EPGPWeb you are the admin automatially.
