Enhancement - Option to Disable Mod Communication #624

An option to disable EPGP communication with other EPGP mods.

Reasons:

1. Many people like to run the mod but don't like the lag they may receive when 
awards are given out because they receive all the logs.  This seems to cause 
some people to get disconnected from the game also.

2. Many people don't like the excessive memory the mod starts using over time 
with so many log entries it saves.  A lot of people don't even know that you 
can purge/trim entries older then a month so they may have 4-5 months of logs 
using a LOT of memory.

3. When I check the /epgp debug I seem to see a lot of communication from 
people running the mod that aren't even in my guild.  Maybe I'm reading it 
wrong but if not this again is wasted bandwith.

There should be no lag in epgp-6. Please reopen if there is.
