Rarity 3 GP value

I would like to know if you made some change in the rarity parameter from the 5 
version of EPGP.

Rarity 3 = Rare Item (Blue)
Rarity 4 = Epic Item (Purple)

If this is true, why in game a Blu 346 GP value is, for istance the head slot, 
707 GP and not 354 as I expected?

I know that no one care about the GP of the "blues", but I use that to 
calculate the BaseGP for my guild (shortly i calculate it as the minimum 
expected gear to join raid, which is now the 346 blue, cahnging it at every new 
tier).

I forgot, it seems to calculate even blue as rarity 4, or epic if you prefer

Because rarity does not change the item budget anymore. Take a green and a blue 
of the same ilvl and verify that they have the same armor and stats.
